Two boats approach the start just before the starting signal. Yellow is intentionally letting its sails flap and going slowly.

Issues:

Are the boats on the same tack?

Was there i) a leeward boat ii) clear astern, before becoming iii) overlapped?

Does blue have a proper course?

            See Rule 17, and definition of “proper course”.

When blue turns upwind, is the right of way boat?

Does it give yellow room to keep clear prior to passing head to wind?

When blue passes head to wind onto starboard tack which is the right of way boat?

            See Rules 10, 13, 15 and 16 and definition of keep clear.

When is yellow free to sheet in and accelerate?
